June 7, 2010
Dear President Obama,
We congratulate you on proclaiming June 2010 as National Caribbean-American
Heritage Month and on your continuing support of the people of Haiti.
As you stated in your May 28th proclamation, “this year's devastating earthquake in
Haiti has brought untold grief to the Haitian-American community, many who continue to
mourn the loss of loved ones as they help rebuild their homeland. These families and
individuals remain in our thoughts and prayers. The United States has proudly played a
leading role in the international response to this crisis, which included vital contributions
from countries throughout the Caribbean. As Haiti recovers, we will remain a steady
and reliable partner.”
We write to you with great urgency and concern regarding the relief efforts in Haiti and
particularly as it relates to housing. On January 21, 2010 you stated “at this moment,
we are moving forward with one of the largest relief efforts in our history to save lives
and to deliver relief that averts an even larger catastrophe. In these difficult hours,
America stands united. We stand united with the people of Haiti, who have shown such
incredible resilience, and we will help them to recover and to rebuild.”
We call on you now to continue honoring that commitment. We urge your leadership in
setting a vastly higher level of ambition for the United Statesʼ contribution in releasing thousands of ISO Container BattleBoxesTM currently stored in Saudi Arabia.
These Container BattleBoxes have already been modified and can be used as
temporary shelters for the people of Haiti. Haitian men, women and children are not
going to want to hear ideas; they need shelter. In the midst of chaos and heartache,
effective plans need to be made. The recent catastrophe provides the opportunity to
offer desperately-needed solutions to develop master-planning, as opposed to providing
sporadic aid. In the cities affected by the January 12th earthquake, everything needs to
be demolished and rebuilt to comply with international safety standards. If Haiti does not
receive this help, it risks becoming an entirely failed state. Haitians need a complete
rebuilding of their entire infrastructure, they need a security framework, and they need
financial and business structures to be developed in a collaborative way with them so
that they are able to regain their basic rights as human beings.
The most serious immediate concern is two-fold: to proactively plan for heavy risks of
flooding once the rainy season starts, while also anticipating upcoming hurricanes. The
larger issue in reconstruction efforts is also to analyze the type of construction method
most appropriate to disaster relief, speediness of operation as well as seismic code
compliance to minimize future risks. Green Container International Aid is an
international NGO dedicated to providing disaster relief and long term planning through
the repurposing of donated shipping containers. As such, we designed a series of viable
and cost-effective solutions, in close consultation with the local population.
We are currently working with the City of Jacmel to provide emergency shelter, set up
Community Resource Centers to supply architecture and building services to
community groups, NGOs and social entrepreneurs on the ground for the Haiti
Rebuilding Coalition. We also provide teams of architectural and construction
professionals to develop and build community facilities, including schools and medical
centers.
Our team of experts collaborating closely with the local population in Haiti and the
neighboring Dominican Republic (which is be used as a logistical base support) will redesign
and recondition these containers in a new urban grid to help the decentralization
of the main cities. This strategy will alleviate the non-functional spontaneous
settlements that impede any future cohesive development. The living conditions in these
spontaneous settlements are simply unacceptable and can no longer be tolerated.
We look back to the wisdom revealed in your inauguration speech and know you will
honor your own forward-thinking words, “And to those nations like ours that enjoy
relative plenty, we say we can no longer afford indifference to the suffering outside our
borders. For the world has changed, and we must change with it.”
As the Nobel Prize recipient recognized for your "extraordinary efforts to strengthen
international diplomacy and cooperation between peoples" we express confidence that
you will support our humanitarian efforts in turning the “Container BattleBoxes” into Life
Shelters” for Haiti.
Sincerely,
Arch. Richard Moreta, President
